A lot less hindrance at ‘Artwork 58’

The busy Dutch landscape contains many infrastructural engineering structures. Often traffic junctions that require refurbishment every few years. This inevitably causes inconvenience. How can we work together to limit this inconvenience?

Less disruption in a museum around a work of art being restored? No, not all works of art hang in museums. Architectural masterpieces like viaducts, tunnels and bridges are also called works of art in professional language. Artwork 58 is the architectural intertwining of the Hoofdweg Rotterdam and the A16 motorway. The viaduct was in need of a major overhaul. With repair work also comes inconvenience. We are helping to make it Less Nuisance.

The (three-lane) lanes in both directions of the A16 needed to be renewed and the slip roads begged to be replaced. A long-term two-year ‘restoration’, during which on some weekends the entire road was even closed. Additional accesses were installed with replacement support pillars, but there was still plenty to do to reduce disruption. So who else but FMN do you ask to act as project manager for mobility management (for Zuid Holland Bereikbaar)?

Away with the hindrance!

We ensure that there is less disruption in such, large-scale works through four different types of approach.

The Logistics Approach. This focuses specifically on logistics in the area. From large transport companies with trucks to PostNL vans.
– The Companies Approach. We map which companies’ employees use the route a lot. With mobility scans, we look at the best solutions and make people leave the car more.

The Traveller Approach. People outside the companies who do not do logistics transport are reached with this. Day trippers for shopping centre Alexandrium, for example.

The Communications Approach. With an overall communication approach and associated advisor, we inform as widely as possible with messaging across the board.

As project manager, we direct all four directions and specifically the mobility brokers responsible for realising the measures within each approach. ‘Artwork 58’ is also a pilot project, providing the space to experiment with innovative ways to reduce disruption. What specifically do users need within this project, and can we come up with something that does not yet exist as a solution?

We also report the progress of our working group to Rijkswaterstaat, monitoring progress, quality, finances and ride avoidance analysis. In this way, we make it clear what our added value is so that every euro also results in less inconvenience.

How we establish less hindrance

The Business Approach 58
– A business broker talks to lots of companies and informs them about the upcoming disruption or even makes a sophisticated mobility scan. Using postcodes, we see how people travel now and how they could travel differently. What other options do they have? In this way, we also encourage trip avoidance.

– In collaboration with hospitals in de vicinity and the Dumoco+ app a challenge was set up. This lasted for six weeks and within this time frame, hospital visitors could win a prize if they came by alternative transport.

– Currently, there is a six-week closure that only applies to cars. Because smaller partial transport is allowed to cross it, this is encouraged. With trotters, we clarify how to use it.

Logistics approach 58
– Again, a broker goes to targeted companies in the (wide) area with a package a (communicative) measures. What are possible other routes that could be driven? Through smart use of data and mapping, we can serve many companies with this. Timely communication is essential. And it is also always a dialogue. What do the companies themselves need in support? Traveller’s approach 58

– A nice incentive was the NS discount promotion. If you had to travel over the viaduct during certain periods, you got a 40 per cent discount on the train ride for the same route.

– There was also the bicycle scheme. If you bought a new e-bike, you got a €300 discount within a certain time frame.

– Also, 26 new shared mobility hubs were installed. A financial injection allowed the hubs to be realised extra quickly.
– We are also realising extra signs and proper markings. The message is clear: show consideration for each other so that things run safely.

– A small gem within this project was an innovation of MapTM. There was a new pilot with a Park and Ride app. The web application allowed travellers to see live what the occupancy rate was at different P+Rs in the area. Combined with navigation, it made it easier and faster to switch to a more convenient parking space.

Communication approach 58
– A separate approach, which is at the same time intertwined with all other types of approach. A general communication adviser ensures that as many people as possible, know as much as possible about the nuisance. For instance, two articles about the work appeared in the Algemeen Dagblad newspaper, communication to (logistics) companies and public information centres is ensured and they even maintain it internally or continue to relay it to the public. Trotters, signs and other forms of communication are used to ensure a continuous flow of information.

– At 60 companies, a total of 28629 employees were informed
– Experience from previous projects shows that of those 60 companies, 10% communicate well to employees, of which another 10% take actions. Thus, it ultimately results in 290 trip avoidances.

– With the Dumoco+ App action for hospitals, there were eventually 11,090 active participants and 750 per day.
– Donkey Republic shared bicycles have been set up all over Rotterdam for even greater opportunities for shared transport.
– With subscriptions, it can be used more often and the discount promotion for it provided 22 new users.

16 new shared-mobility hubs have been realised and 22 hubs are actively polled with ad trotters.
197 companies and agencies are actively kept informed with a mailing list.
